MUCC’s 2011 Annual Convention

MUCC’s membership establishes MUCC’s policies and priorities for the upcoming year at the Annual Convention.  Held at the end of June, MUCC’s Annual Convention is attended by over ­150 voting delegates representing MUCC’s 250+ affiliated clubs and 40,000 members.  These delegates are charged with reviewing and voting on resolutions (proposed policy) brought forward by MUCC members, clubs, regions, or by MUCC’s Executive Committee. This summer (June 25-26, 2011), MUCC’s Annual Convention was held in Mt. Pleasant. In case you missed it, the 2011 Conservation Award winners and the policy resolutions that were approved  (summaries below) are now available.

In addition to the policy process, the 2011 Annual Convention also hosted exciting speakers and panels designed to spark thought and encourage dialogue about how members can become more effective stewards of our natural resources.  The top two natural resource leaders in the Snyder Administration, DEQ Director Dan Wyant and DNR Director Rodney Stokes, explained the role Governor Snyder sees the hunting, fishing, trapping and conservation community plays in Michigan. Informational panels and speakers also discussed the role of science in natural resource management; highlighted affiliated clubs and the programs and community outreach they implement; and explained how sportsmen and women fund conservation.

Policy Resolutions Approved at the 2011 Annual Convention

AC010611: ESTABLISH A YOUTH TURKEY HUNTING LICENSE. A resolution requesting that Michigan United Conservation Clubs (MUCC) work with the Natural Resources Commission (NRC) and Michigan Department of Natural Resources (DNR), and the Michigan Legislature if necessary to establish a discount for a youth turkey hunting license.

 AC020611: SIMPLIFY HUNTING, FISHING, AND TRAPPING REGULATIONS. A resolution requesting that Michigan United Conservation Clubs request the Michigan Natural Resources Commission to resolve to utilize existing committees, in both the Upper and Lower Peninsulas, with representatives of the Michigan Department of Natural Resources, and sportsmen’s and hunting, fishing, and trapping organizations to work on simplification of the hunting, fishing, and trapping regulations.

 AC030611: REEVALUATION OF EARLY ANTLERLESS SEASON. A resolution requesting that MUCC urge the Michigan Department of Natural Resources (DNR) and Natural Resources Commission to re-evaluate and possibly eliminate the early antlerless firearm deer season.

 AC070611: STREAMLINE MICHIGAN’S SINGLE BUCK TAG SYSTEM. A resolution requesting that MUCC work with the Department of Natural Resources, the Natural Resources Commission, and the legislature if need be to bring the single buck tag system in line with the combo tag system by replacing the single archery and single rifle tags with a simpler, unrestricted single buck tag, good for all seasons combined.

 AC110611: FERAL SWINE TERMINOLOGY. A resolution requesting that MUCC, in all communications, advocate the proper use of the term “feral swine” rather than use the term “Russian Wild Boar”, when “feral swine” is the proper terminology.

 AC120611: CORMORANT CONTROL CONSOLIDATION. A resolution requesting that MUCC urge the DNR, USDA – Wildlife Services, the tribes and authorized citizens groups to continue to cooperate in protecting our fishery resources from excessive cormorant predation. This resolution supersedes and consolidates previous MUCC resolutions on cormorants.

AC140611: MANAGING THE MICHIGAN WOLF POPULATION. A resolution requesting that MUCC work with the Michigan Department of Natural Resources and the Natural Resources Commission to establish a trapping and hunting season to manage the gray wolf population in the State of Michigan based upon sound scientific management and to preserve the magnificent animal on the Michigan landscape.

AC150611: Resolution in Support of the Removal of Sabin, Boardman, and Brown Bridge Dams on the Boardman River. A resolution requesting that MUCC support the removal of Sabin, Boardman, and Brown Bridge Dams by the Department of Natural Resources (DNR) as planned and the return of the Boardman River to a free-flowing condition; and if Union Street Dam is re-engineered in any way, it should continue to function as the sea lamprey barrier for the Boardman River watershed.

 AC160611: RESOURCE USE RULES. A resolution requesting that MUCC request and urge the Natural Resources Commission and the Director of the Department of Natural Resources to appoint a work group to study all the uses of the natural resources of the State of Michigan with the end result being recommendations as to the appropriate regulation language and the appropriate fees to be applied to these uses. The regulation language and fees recommended should take into consideration the difference between personal use, charity event use and commercial use.

AC180611: MUCC BILLBOARD POLICY RECONSIDERATION. A resolution requesting that MUCC reverse or modify current policy on the use of billboards for advertisement and that MUCC makes the ability available to staff to actively pursue enhancing our visibility to the general public by whatever legal and fiscally responsible means available.

AC190611: CONSERVE, PROTECT, AND ENHANCE. A resolution requesting that MUCC work with the Department of Natural Resources to aid them in supplying information to be published in “The Michigan Hunting and Trapping Digest” and the “Michigan Fishing Guide” with a goal to educate, conserve, protect and enhance outdoor heritage for all of its sportspersons.

AC200611: INACTIVATION OF RESOLUTION 20 (2008). A resolution to designate that Resolution 20 of 2008 be made inactive until such time that an alternative process be defined.

AC210611: STATE AND PRIVATE LAND FIELD TRIAL PERMITS FOR HOUND EVENTS (RESOLUTION #11 -2010). A resolution requesting that MUCC work with the Michigan State United Coon Hunters Association and the DNRE to allow casts from these coon hound events to use state land without the need to apply for this permit.

AC220611: STATE LAND HOUND FIELD TRIAL PERMIT REVISION PROPOSAL (RESOLUTION #12 -2010). A resolution requesting that MUCC work with the DNRE to eliminate the Field Trial Permits for competition Raccoon Hound Night Hunts during the open training season, and require no permits for the events (water races, field trials, and conformation shows) that are held strictly on the club’s private owned property.

AC240611: EMERGENCY RESOLUTION ON SENATE BILL 248 (2011). A resolution requesting that MUCC work to defeat this bill in the Michigan House of Representatives and urge the Governor to veto this bill if it reaches his desk.
