MUCC's 2014 Approved Policy Resolutions

10418168_10152234320134091_6813587468590855709_n Michigan United Conservation Clubs is a true grassroots organization—the policies of MUCC are established by its members.
The MUCC policy-setting process begins with members and affiliate clubs drafting proposed resolutions which are then submitted to a vetting process before reaching the Annual Convention.
At the 2014 Annual Convention held June 21-22, 2014, twenty-one resolutions were debated and voted upon. Thirteen of those resolutions passed, each achieving at least two-thirds majority of the required delegate votes for passage to become MUCC policy.

AC20140601:WINTER FEEDING OF U.P. DEER ON STATE LAND
Encourage the DNR to plan winter cuttings for deeryards on state land in the northern U.P. to help as many deer survive winter as possible, and, where cuttings are not planned, to consider changing DNR policy to allow volunteers to provide supplemental food to deer in those areas in such a way that overbrowsing will be minimized.
AC20140606:KNIFE CARRYING ON CPL
Support amending Michigan law to allow Michigan CPL holders to carry, in the open or concealed on or about their person, single-edged knives either folding or fixed blade with blade length not to exceed 5 inches in any area their CPL would allow them to carry a handgun.
AC20140607NIGHT PORCUPINE HUNTING
 Support adding porcupines to the list of species that can be taken at night with the aid of an artificial light, running concurrently with existing nighttime hunting opportunities that allow artificial lights to be used.
AC20140609PORTABLE GROUND BLIND SAFETY
Work with the DNR and Natural Resources Commission to require portable ground blinds to incorporate Hunter Orange material which must be at least 144 square inches, and must be visible all around the blind when occupied d10462717_10152234321509091_7628597205475652148_nuring firearm season; and be labeled with the owners contact information, similar to tree stand requirements. This Hunter Orange requirement would not apply to blinds made of dead vegetation found on the property nor does it apply to tree stands or other elevated stands.
AC20140610: EXPANDING HUNTING OPPORTUNITIES FROM ELEVATED PLATFORMS WITH FIREARMS
Work with the Department of Natural Resources (DNR) and the Natural Resources Commission (NRC) and frame a Wildlife Order that would incorporate most, if not all, of the following species— small game, elk, bobcats, woodchuck and turkeys— into regulations that would legalize these game species to be hunted from elevated platforms with firearms on both public and private lands.
AC20140612A RESOLUTION TO OUTLAW THE USE OF DRONES IN HUNTING, TRAPPING, AND FISHING
Work with the Michigan Department of Natural Resources (DNR), Natural Resources Commission (NRC) and the legislature to bring about a law to make it illegal to use a drone to assist in any way the hunting or trapping of game or fishing in the State of Michigan; and to prohibit the use of drones as a tool of harassment of hunters, trappers, or anglers.
AC20140614: WINTER ACCESS TO BOATING ACCESS SITES
 Urge the Michigan Department of Natural Resources (DNR) and the Michigan State Parks Advisory Committee to address winter maintenance activities at boating access sites requiring the Recreation Passport to give anglers, hunters, and trappers an opportunity to access their favorite lakes.
AC20140615: WILDLIFE MANAGEMENT COOPERATIVE COORDINATOR
Urge the DNR to create, fund, and fill a Wildlife Management Cooperative (WMC) Coordinator position that will work directly with landowners, private conservation organizations, and other invested parties to establish, engage, and ensure success of WMC’s throughout Michigan.
AC20140616: MICHIGAN BASS SEASON CHANGE
Urge the MDNR and Natural Resources Commission (NRC) to change Michigan’s black bass season to Largemouth and Smallmouth Bass catch-and-immediate-release statewide on all waters including Great Lakes and Great Lakes Connecting Waters - January 1 through the Friday before Memorial Day, and Largemouth and Smallmouth Bass catch-and-keep statewide on all waters including Great Lakes and Great Lakes Connecting Waters - Saturday before Memorial Day through the December 31 with the exceptions currently in place on inland trout and salmon waters, Michigan-Wisconsin Boundary Waters, Sylvania Wilderness Area Fishing, and bass season or possession exceptions defined in Exceptions to General Regulations by County in the Michigan fishing guide (Michigan.gov/fishingguide ).
AC20140618: HUNTER, ANGLER, AND TRAPPER CYBER-HARASSMENT AND CYBER-STALKING
Encourage the Department of Natural Resources (DNR), the Natural Resources Commission (NRC), and the Michigan Legislature to prepare, support and pass legislation that would provide specific regulation of and prosecution for any acts of cyber harassment and cyber stalking of hunters; and provide for enhanced penalties for cyber-harassment and cyber-stalking perpetrated by a person over eighteen (18) years where the victim is a minor.
AC20140619: MUZZLELOADER SEASON RESOLUTION10446704_10152234322119091_4135065046466909424_n
Recommend that the NRC move the start date of muzzleloading season to December 1, and have it run for 10 days (ending December 10), in each hunting zone of Michigan.
AC20140620: TROUT DRAIN RESOLUTION
Recommend that county drains created before 1973 that are also designated trout streams be subject to the regulations and permitting requirements described in the Natural Resources and Environmental Protection Act (Act 451 of 1994).
AC20140621: HYDROLOGIC SEPARATION OF THE GREAT LAKES AND MISSISSIPPI RIVER BASINS
Support complete hydrologic separation as the most effective long-term solution for protecting the Great Lakes and Mississippi River basins from Asian Carp and other aquatic invasive species and urges its implementation; and urge sustained and vigilant action on a suite of measures to reduce the risk of Asian carp and other invasive species passing through the Chicago Area Waterway System until hydrologic separation can be completed.
