President Meixner provided voting instruction on the color coded delegate voting cards.


President Meixner introduced Brenda Reich, the Recording Secretary; Statewide Vice Presidents Bill Krepps and Dave Mortimer, Donna Stine as the Interim Executive Director, and Fran Yeager, filling in for Statewide Vice President, Dan Radloff.


President Meixner appointed Bruce Levey as the official parliamentarian, and Amanda Burmeister as assistant parliamentarian. Ms. Burmeister has graciously offered her time to assist in following the Roberts Rules of Order over the course of the convention. Ms. Burmeister is working towards her degree in government and is currently a senior at Lake State University, Sault Ste. Marie, Michigan


President Meixner welcomed and introduced the past presidents in attendance: Bud Slingerlend, Wendy Briggs, Art Dittmar, Bob Laich, Danny Delisle, Fran Yeager and Russ Reister


President Meixner announced that Dennis Muchmore has been appointed as the new MUCC Executive Director.

Donna introduced Marc Smith, NWF Regional Field Representative (replacing Brian Preston) and Adam Star, from Show Span and a new producer for MOOD. Ms. Stine introduced MUCC policy staff members Erin McDonough, Jason Dinsmore, and April Bennett; Tony Hansen, Editor of Michigan Out-of-Doors; Linn Duling and Jim Grant, MUCC Field Coordinators. A special thank you to Brenda Reich our Executive Assistant for all of her work in making this convention a success. Please let staff know if you have any concerns or suggestions on how MUCC can improve it services to our members and our conservation work.


Ms. Stine’s written report follows:


First, I want to thank you for the honor of being your interim Executive Director. I especially want to thank Don Meixner, members of the Executive Board and the Board of Directors for their support, counsel and partnership. Together, in four short months, we have re-energized this organization, we have made tough, painful decisions, and we have addressed difficult problems. It has been an exciting, challenging and productive four months. I am proud that our members, board, executive board and staff have fought through the negativity that was sinking this organization into oblivion. The continued message of “ we can’t”, “it won’t work” , “your wrong”, “we have never done it that way” is the fastest way to ensuring that it will all come true, and “we can’t’ because we won’t exist. Today we will be turning over to a new leader, an organization ready and able to fight the significant problems that threaten the future of conservation.


Let’s take a moment to walk through our successes and by the law there is a comprehensive list of our accomplishments on the handout table. :


  • State Shoot is back! Detail on the handout table. It will September 15 and 16 at Seaway Gun Club in Muskegon

  • We are working on five new fundraisers- 70th Gun Raffle, Sporting Clays Fun Shoot, MUCC Golf Tournament and Life member and new member sweepstakes. These will be in addition to our Gun-a-month and calendar fundraisers

  • We have brought the conservation community back together… Two meetings have produced an agenda for change.

  • We resolved the lottery issues allowing the clubs to utilize charitable gaming for their conservation work.

  • We launched a new website.

  • We took 40 people to Washington to lobby for Great Lakes Restoration. The good work of our members, especially Elden Montross, Senator Levin agreed to introduce federal legislation banning phosphorous in dishwasher detergent.

  • We received over $250,000 in grants.

  • We started a new member solicitation

  • We hosted over 300 people at our 70th Anniversary party where we had over $10,000 in sponsors and $5500 in raffle earnings.

  • Over 80 members attended another successful lobby day and earlier in the year we hosted 80 legislative staff for breakfast, helping us get to know them and our policy priorities.

  • A shower building will be completed at camp making it come closer to a year-around facility.

  • We signed an agreement with ShowSpan the largest outdoor show producer in the county to produce Outdoorama, providing us with increased revenue and exposure and minimizing our risks.

  • Tony Hansen and Jeannie Esch totally redesigned the magazine leading to more advertisers.

  • The largest yes vote in Michigan’s history was recorded for Proposal One. MUCC has constitutionally protected all of the DNR’s restricted funds. A great legacy for our 70th anniversary.

  • Our members understand the importance of trapping as a wildlife management tool and after hearing of a bill to ban leg-hold traps immediately took to the phones to stop the bill in its tracks.

  • Our great lakes are being destroyed by invasive species. We have forcefully told the shipping industry that we want the discharge of ballast water to be stopped. Our lawsuit supporting the new Michigan ballast water permitting law sent a very clear message that MUCC members are serious about stopping the spread of invasive species.


This is a small fraction of the forceful, positive and productive accomplishments that have been achieved by our members and by staff this year.


We obviously have much to build upon… we need this momentum, these partnerships, and this passion to address the large issues facing conservation and MUCC:


  • Later in convention we are going to have a discussion about membership dues. This is a discussion and we do not expect a decision… But the fact of the matter is that the cost of providing services to a member is $3.00 more than what we are receiving from a member of a 100% club


  • Our clubs are asking what does MUCC do for them…The structure of our Board of Directors was created to provide a communication link between the organization and clubs. As often as this question is being asked, I suggest that our communication system is ineffective and must be addressed.


  • We lost a critical Michigan Court case. In a 4-3 vote the Michigan Supreme Court ruled that cities can pass ordinances banning the discharge of firearms or bows within their city limits. Previously they could pass such ordinances but had to work through the DNR to extend the closures to hunting. Our friend Senator Randy Richardville has indicated that he will work with us to resolve this issue.


  • We are in serious trouble with conservation leadership in the Michigan House of Representatives and in the Michigan Senate. When Patty Birkholz leaves at the end of her term, we will have lost our backstop for stopping bad legislation or working through conservation needs. We must concentrate at the local level at reminding our elected officials how important conservation is to us and that it is a voting issue.


  • The state has disinvested in natural resources management and environmental protection. Less than one penny, let me emphasize, one penny from every dollar from the general fund in spent on DNR program. The general fund support for the DNR has shrunk by 66% since 2000. DEQ has lost 75% of their general fund since 2002. This year the state will spend approximately $2.50 per Michigan resident for natural resource protect and $3.30 per person for environmental protection from the state’s general fund. Compare this to the $12.50 per person to support the legislature and $187 per person to pay for our prison system. This disinvestment is penny wise and pound foolish. For every dollar invested in conservation $116 is returned. We must secure a long-term sustainable source of funding for conservation. We have no money to manage our lands, monitor our waters, restore our resources or manage our wildlife.


  • Our ability to be active in ballot elections is severely limited. We must correct this situation.


  • We must set aside our difference and begin to work together for conservation. Our conflicts should be with those who wish to take away our hunting and fishing rights, our hurt our environment. It should not be with each other. We have started down that road of finding common ground but this effort must be moved forward.

Resolution 03 – Clarification of Casing/Uncasing a Firearm from a Vehicle


THEREFORE BE IT RESOLVED, that MUCC work with the Michigan Department of Natural Resources (MDNR) and the Michigan Legislature to clarify the regulation to allow casing or uncasing of a transported firearm when the vehicle is stopped and the person is outside the vehicle.


Resolution 04 – Use of Hunter Orange During Predator Hunting


THEREFORE BE IT RESOLVED that the Michigan United Conservation Clubs shall work with the Michigan Department of Natural Resources (MDNR) and the Natural Resources Commission (NRC) to allow the exemption of hunter orange for predator hunting except during the Michigan firearm deer season.


BE IT FURTHER RESOLVED that a person would be required to wear an article of hunter orange clothing (per DNR regulations) while in transit (up until seated).


Resolution 08 – Reduction of Yellow Perch Limits


THEREFORE BE IT RESOLVED that the daily possession limit of yellow perch on Brevort Lake, Mackinac County, Grand Lake (Presque Isle and Alpena Counties) and Long Lake (Alpena Counties) be revised from fifty (50) per person per day; and


BE IT FURTHER RESOLVED that the Michigan United Conservation Clubs works with the Michigan Department of Natural Resources (MDNR) to establish a daily possession limit of thirty-five (35) per person, with a size limit of seven (7) inches.


Resolution 09 – Darkhouse Angling


THEREFORE BE IT RESOLVED that the Michigan United Conservation Clubs (MUCC) works with the Department of Natural Resources Fisheries Division and Natural Resources Commission to extend the Darkhouse angling (spearing) season to add the month of December and the first two weeks of March to the existing January and February season.


Resolution 11 – Lake Sturgeon License Requirement


THEREFORE BE IT RESOLVED that the Sturgeon for Tomorrow, and the Michigan United Conservation Clubs will work with and support the Michigan Department of Natural Resources (MDNR), the National Resources Commission (NRC), legislators, and other advocacy groups to support the passage of legislation to require an all species license for fishing sturgeon.


Resolution 13 – Deer Baiting (Against)


THEREFORE BE IT RESOLVED that MUCC is on record as opposing the continued use of bait as a means of harvesting whitetail deer in Michigan.


Resolution 14 – Eurasian Milfoil Control on Inland Lakes and Waterways


THEREFORE BE IT RESOLVED, that Michigan United Conservation Clubs (MUCC) work to develop a program similar to Maine’s that will create a fund to be used to help treat Eurasian milfoil and other nuisance plants found in Michigan’s public inland lakes and waterways; and

BE IT FURTHER RESOLVED that MUCC work to ensure that this program also helps educate citizens about changing their behavior to help stop the spread of nuisance plants and species in the State of Michigan.


Resolution 15 – Michigan Department of Natural Resources License Fee Package


THEREFORE BE IT RESOLVED, that Michigan United Conservation Clubs (MUCC) work with the Michigan Legislature to increase all license fees to the amount needed to fund the Michigan Department of Natural Resources at the 2005 budget level for a period of two (2) years; and

BE IT FURTHER RESOLVED, that MUCC work with the Michigan Legislature to find a permanent funding source for the MDNR that equally spreads the burden of its funding for all citizens, as well as visitors to our state.





Resolution 18 – Support for Nuclear Energy


THEREFORE BE IT RESOLVED, that the Michigan United Conservation Clubs (MUCC) encourage public acceptance of nuclear generation of electricity as an environmentally-friendly alternative to fossil fuel generation; and

BE IT FURTHER RESOLVED, that MUCC urge the National Wildlife Federation (NWF) to reconsider the issue of nuclear energy as a part of a comprehensive alternative energy policy initiative.


Resolution 20 – Great Lakes Shipping


THEREFORE BE IT RESOLVED, that Michigan United Conservation Clubs (MUCC) work with the proper authorities to enact legislation preventing sea-going vessels from entering the St. Lawrence Seaway without methods for treating onboard ballast water; and

BE IT FURTHER RESOLVED, that MUCC work with the proper authorities to enact federal legislation and international treaties requiring the treatment of ballast water in all Great Lakes vessels in order to prevent the spread of invasive species; and


BE IT FURTHER RESOLVED the MUCC work with the proper authorities to enact federal legislation requiring an annual inspection of all Great Lakes vessels to assure compliance with the treatment requirement.


Resolution 21 – Funding the Management of Michigan’s Natural Resources


THEREFORE IT BE RESOLVED, that the Michigan United Conservation Clubs (MUCC) work with the Department of Natural Resources (MDNR) and the Natural Resources Commission (NRC) to develop, support, and work to get passed a proposal that funds the management of Michigan’s natural resources in perpetuity.


Resolution 22 – Doe Permit Distribution


THEREFORE BE IT RESOLVED that the Michigan United Conservation Clubs (MUCC) urge the Natural Resource Commission (NRC) to change the doe permit requirements.


Resolution 23 – Lake St. Clair Pike Regulations


THEREFORE BE IT RESOLVED that the Michigan United Conservation Clubs work to get the pike limit reconsidered for Lake St. Clair back to five (5) per day and the combination limit back to the 2002 mix.


Resolution 24 – Protecting Michigan Hunting Heritage


THEREFORE BE IT RESOLVED that MUCC initiate and take action to inform the public on hunting, trapping, harvest ethics, actual game laws, and the benefits of sustainable wildlife management due to hunting, fishing, and trapping.


Resolution 27 – Coyote Hunting in the Lower Peninsula (during firearm deer season)


THEREFORE BE IT RESOLVED that the Michigan United Conservation Clubs (MUCC) support the taking of coyotes during the regular firearms deer season in the Lower Peninsula as a necessary management tool for coyote control; and

BE IT FURTHER RESOLVED, that MUCC work to have the regulation changed to meet that goal, provided it does not jeopardize federal delisting of the gray wolf.


Resolution 29 – ORV Use on County Roads (Prohibit)


THEREFORE BE IT RESOLVED that the Michigan United Conservation Clubs (MUCC) opposes any change to Part 811 of the Natural Resources and Environmental Protection Act that would authorize the use of ORVs on any public land other than designated trails managed by the Michigan Department of Natural Resources (DNR) between M-46 and the Mackinaw Bridge.

Title: Archery Deer Baiting


WHEREAS, bear hunters in Michigan can start baiting up to thirty (30) days before bear season begins; and

WHEREAS, firearm deer hunters and muzzle-loading deer hunters can, in effect, start baiting at least forty-five (45) days before their season starts; and WHEREAS, archery deer hunters would like to begin baiting before the start of archery season.

THEREORE BE IT RESOLVED that MUCC work with the Michigan Department of Natural Resources (MDNR) to change the law to allow baiting for archery deer hunting fifteen (15) days before the start of the archery season.

Title: Charitable Gaming Raffle License


WHEREAS, in order to obtain a Raffle License with the State of Michigan it is necessary to meet the requirements of the Gaming Commission; and WHEREAS the way the law reads now without the amendment, clubs that are service organizations, that were formerly covered under MUCC are no longer eligible for a raffle license; and

WHEREAS, it states that we have to be a fraternal or civic organization; and WHEREAS, all the sportsmen’s clubs that do not have Chapters or Regions are not eligible, including UPBHA (Upper Peninsula Bear Houndsmen Association); and

WHEREAS, the intent of the law appears to require a cased firearm (fully zipped) for transportation purposes only and is not related to uncasing the firearm when the vehicle is stopped and the person is outside the vehicle with both feet on the ground.

THEREFORE BE RESOLVED that MUCC work with the Michigan Department of Natural Resources (MDNR) and the Michigan Legislature to clarify the regulation to allow casing or uncasing of a transported firearm when the vehicle is stopped and the person is outside the vehicle.

WHEREAS, Michigan has a tremendous amount of public land and water resources that require a huge responsibility to maintain them; and WHEREAS, the water and land resources of Michigan are there for all the people of Michigan and the visitors that vacation here to enjoy; and WHEREAS, a 1/10th of 1% (.1%) increase in the Michigan state sales tax would raise approximately one-hundred (100) million dollars, which would add about ten ($10) to forty ($40) per year per family, and this increase would also be paid by all the visitors of Michigan and if passed there would be no need to raise licenses; and

WHEREAS, the new money raised by the increase would be protected by Proposal One (1) that was voted into law in November 2006.

THEREFORE BE IT RESOLVED that the Michigan United Conservation Clubs (MUCC) work with the Michigan Legislators to add a 1/10th of 1% (.1%) increase to the Michigan state sales tax for funding of the MDNR; and BE IT YET FURTHER RESOLVED that MUCC work with the Michigan Legislators to increase the current funding of the MDNR General Fund.

WHEREAS, in Michigan’s Upper Peninsula the population of mature, 2 ½ year and older whitetail deer bucks are at a critically low level; and

WHEREAS, the most mating currently occurring is with immature bucks is resulting in late spring, early summer fawn drops by the doe, with an increased mortality rate from predators; and

WHEREAS, late fawn drops result in smaller deer when winter arrives, again with higher mortality rates in the Upper Peninsula due to severe winters and predators; and

WHEREAS, with a one buck rule, many hunters will be passing up opportunities to shoot an immature or “spike” buck early in the season; and WHEREAS, hunters wishing to shoot mature bucks will have their chances increased.

THEREFORE BE IT RESOLVED that the Michigan United Conservation Clubs (MUCC) work with the Natural Resource Commission (NRC) and the Michigan Legislature to designate a one buck per-year per-hunter rule for the Upper Peninsula.

WHEREAS, the perch fishery has improved over the past several years due to the initiation of a cormorant harassment program on Brevort Lake; and WHEREAS, the improved perch fishery has induced extreme fishing pressure on Brevort Lake; and

WHEREAS, the perch fishery on Brevort Lake is in a stage of recovery; and WHEREAS, it is prudent to protect that recovery from over fishing; and WHEREAS, it is also deemed prudent to conserve the stock of spawning size fish.

THEREFORE BE IT RESOLVED that the daily/possession limit of yellow perch on Brevort Lake, Mackinac County, Grand Lake (Presque Isle and Alpena Counties) and Long Lake (Alpena Counties) be revised from fifty (50) per person per day; and

BE IT FURTHER RESOLVED that the Michigan United Conservation Clubs work with the Michigan Department of Natural Resources (MDNR) to establish a thirty-five (35) per person per day with a size limit of seven (7) inches.

WHEREAS, Darkhouse angling has a significant historical history to Michigan, having the first recorded incidence of spearing through the ice using a fish decoy; and

WHEREAS, Darkhouse angling is a legal, angling method to harvest northern pike and musky, and

WHREREAS, extending the spearing season for northern pike and musky to add the month of December and the first two weeks of March in Michigan Department of Natural Resources (MDNR) Regions I and II would extend angling opportunities for Darkhouse anglers.

WHEREAS, Lake Sturgeon populations have significantly declined across much of their range partly due to hydropower dams that limited the available spawning habitat; and

WHEREAS, there is a Lake Sturgeon rehabilitation plan that includes efforts to rehabilitate and re-establish self-sustaining populations of Lake Sturgeon; and

WHEREAS, there are viable populations of Lake Sturgeon in areas of Michigan which support hook and line harvest or a limited spearing season; and

WHEREAS, licenses to spear Lake Sturgeon are tightly controlled and available only through an application and lottery process; and

WHEREAS, locking harvest tags are required to fish by hook and line for Lake Sturgeon in other bodies of water in Michigan; and

WHEREAS, successful anglers must tag their fish and register the fish immediately at a designated registration station.

THEREFORE BE IT RESOLVED that the Sturgeon Tomorrow, and the Michigan United Conservation Clubs will work with and support the Michigan Department of Natural Resources (MDNR), the National Resources Commission (NRC), legislators, and other advocacy groups to support the passage of legislation to require an all species license for fishing sturgeon.

WHEREAS, the State of Michigan traditionally allowed each deer hunter to harvest one buck per calendar season, tagging it with either an archery tag or a firearm tag; and

WHEREAS, the Michigan Department of Natural Resources (MDNR) conceived of another way to capitalize on the Whitetail resource by selling more buck tags to each hunter (some years as many as four (4) buck tags per hunter); and

WHEREAS, in the view of many hunters, this capitalization of the resource was not necessarily what was best for the resource and was probably not “scientific game management” of the resource; and

WHEREAS, the second buck of the season, what an older hunter might tag, could be denying a younger hunter their opportunity at a first buck of the season; and

WHEREAS, the MDNR itself has shown signs of moving in the direction of Quality Deer Management (QDM), which would probably favor a higher “buck to doe” ratio than what currently exist in the State of Michigan.

THEREFORE BE IT RESOLVED that the Michigan United Conservation Clubs (MUCC) works with the MDNR to return Michigan to a harvest rule of one whitetail buck per calendar season per hunter to be harvested with either archery equipment or firearms.

WHEREAS, since this resolution passed in 2000, the state of Wisconsin has discovered Chronic Wasting Disease (CWD) in its free ranging whitetail herd; and

WHEREAS, Michigan’s Upper Peninsula (UP) shares a border with Wisconsin and a deer wandering Wisconsin’s forest today may be found in the Upper Peninsula tomorrow; and

WHEREAS, baiting limits enacted by the Michigan Department of Natural Resources (MDNR) are impossible to enforce with the violation rate being high throughout the state; and

WHEREAS, bait stations become gathering spots that help facilitate the transmission of communicable diseases, such as Bovine Tuberculosis and CWD.

THEREFORE BE IT RESOLVED that MUCC be on record as opposing the continued use of bait as a means of harvesting whitetail in Michigan.

WHEREAS, this discourages tourists and vacationers from using these lakes, which causes local economies to suffer; and

WHEREAS, presence of Eurasian milfoil causes a decrease in property values, which results in lost tax revenues; and

WHEREAS, the tremendous annual expense to chemically treat and/or purchase milfoil-eating weevils is almost totally borne by lakeshore property owners even though the lakes are used by all of Michigan’s residents; and WHEREAS, virtually all public monies dedicated to treating invasive species are allocated to dealing with the problems in the Great Lakes, and do not address inland lakes; and

WHEREAS, the state of Maine has a program where residents pay an annual ten dollar ($10.00) fee and non-residents pay a twenty dollar ($20.00) fee for all motorized boats, launched in that state’s waters with proceeds used in the treatment of Eurasian milfoil and other invasive species.

THEREFORE BE IT RESOLVED, that Michigan United Conservation Clubs (MUCC) work to develop a program similar to Maine’s that will create a fund to be used to help treat Eurasian milfoil and other nuisance plants found in Michigan’s public inland lakes and waterways; and

BE IT FURTHER RESOLVED that MUCC work to ensure that this program also helps educated citizens about changing their behavior to help stop the spread of nuisance plants and species in the State of Michigan.

WHEREAS, there is a possibility that some hunters and anglers will be unable to pay increased fees, but will continue to hunt and fish without a license, resulting in a loss of revenue for the Michigan Department of Natural Resources and more problems for conservation officers; and WHEREAS, fewer licenses result in lower Pittman-Robinson funds being returned to Michigan and less revenue generated by license sales; and WHEREAS, our clubs are strongly involved in introducing youngsters to hunting and angling, and the financial burden of higher fees could result in parents being unable to pay these increases; and

WHEREAS, seniors are facing higher taxes as well as increases in food, fuel, and medical care costs and many of these seniors have paid full license fees for fifty years and more; and

WHEREAS, hunters and anglers donate thousands of hours to Hunter Education classes and are involving more men, women, and children in outdoor pursuits.

THEREFORE BE IT RESOLVED, that Michigan United Conservation Clubs (MUCC) work with the Michigan Legislature to increase all license fees to the amount needed to fund the Michigan Department of Natural Resources at the 2005 budget level for a period of two (2) years; and

BE IT FURTHER RESOLVED that MUCC work with the Michigan Legislature to find a permanent funding source for the MDNR that equally spreads the burden of it’s funding for all citizens as well as visitors to our state.

WHEREAS, the muzzle loading season has evolved from it’s original intent of a traditional side lock black powder season, into an extension of the regular deer season with the advent of modern muzzleloaders, which are now center fire front loading modern rifles, with the same range and accuracy as regular deer season guns; and

WHEREAS, the muzzle loading season was created for fair chase using a more primitive gun, with it’s inherit challenges of iron sights, limited range, and need for more skill in the stalking game.

THEREFORE BE IT RESOLVED that the Michigan Department of Natural Resources (MDNR) creates a PRIMITIVE WEAPONS SEASON in addition to any muzzle loading season that limits the type of weapon used to take deer. Weapons would be side lock muzzleloaders with iron or peep sights, using round ball only (flintlock, and percussion), long bows, or recurve bows (using wood arrows). This would provide Michigan hunters the same opportunity that is offered in other States. As a separate but equal season, this would also create additional revenues for the Michigan Department of Natural Resources.

WHEREAS, getting youth involved in the outdoors is critically important to the future of hunting, fishing, and trapping in Michigan and when opening day begins on a weekday, fewer youth are able to participate because of school; and

WHEREAS, more people participate in a Saturday opener than an opener during the week and more participants means more money spent on fish and game licenses and more dollars contributed to Michigan’s businesses.

THEREFORE BE IT RESOLVED that MUCC work with the Michigan Department of Natural Resources (MDNR) to change the opening day of all fish and game seasons to the Saturday closest to the current opening date.

Whereas, the United States has operated one hundred and three (103) nuclear generation plants for over forty (40) years without serious injury to anyone; and

Whereas, all large U.S. Navy ships and over one hundred (100) nuclear submarines have used nuclear power for over forty (40) years with no incidents; and

Whereas, the French generate eight percent (80%) of their electricity with nuclear powered plants without problems; and

Whereas, the French recycle spent fuel rods so that when they are disposed of their radioactive half life is measured in decades not the ten-thousand (10,000) years that is currently the practice in the United States; and

Whereas, the United States is capable of using the French technology to dispose of our nuclear waste; and

Whereas, research and development of new nuclear generations have continued with safety as a primary consideration. New modular units as small as one-hundred (100) megawatts have been designed and could be located near areas with immediate need for electrical energy.

THEREFORE Be it resolved that the Michigan United Conservation Clubs (MUCC) would encourage public acceptance of nuclear generation of electricity as an environmentally-friendly alternative to fossil fuel generation.

and be it YET further resolved that MUCC instruct its delegate to the National Wildlife Federation (NWF) to have such a policy adopted at the national meeting and that NWF should lobby at the Federal level to have regulations/legislations promulgated which would encourage the energy industry to build new nuclear plants urge the National Wildlife Federation (NWF) to reconsider the issue of nuclear energy as a part of a comprehensive alternative energy policy initiative.

WHEREAS, expansion of the fall turkey season will not unfavorably impact the population but will allow more field time.

THEREFORE Be it resolved, that Michigan United Conservation Clubs request the Michigan Department of Natural Resources (MDNR) and the Natural Resources Commission (NRC) to consider changing the fall turkey season to September 1 through December 31 each year, to exclude the regular firearm deer season November 15 though November 30 each year.

WHEREAS, allowing sea going ships to enter the St. Lawrence Seaway has been the main cause of invasive species being introduced into the Great Lakes; and

WHEREAS, these invasive species have, in a number of cases, spread to the inland waters of Michigan; and

WHEREAS, the introduction of invasive species is occurring at an alarming rate; and

WHEREAS, the cost of controlling theses invasive species is far greater than the economic value contributed by allowing sea going vessels into the Great Lakes; and

WHEREAS, these invasive species have a detrimental impact on the economy of the state of Michigan as well as the other Great Lake states.

THEREFORE BE IT RESOLVED, that Michigan United Conservation Clubs (MUCC) work with the proper authorities to enact legislation preventing sea going vessels from entering the St. Lawrence Seaway without methods for treating onboard ballast water; and

BE IT FURTHER RESOLVED, that MUCC work with the proper authorities to enact federal legislation and international treaties requiring treatment of ballast water in all Great Lake vessels in order to prevent the spread of invasive species; and

BE IT FURTHER RESOLVED the MUCC work with the proper authorities to enact federal legislation requiring an annual inspection of all Great Lakes vessels to assure compliance with the treatment requirement.


This resolution requires new legislation and will require a 2/3-majority vote to pass.

WHEREAS, the people of the state of Michigan hold dear its natural resources – its air, soil, and mineral, its forests, waters, and wildlife; and WHEREAS, the natural resources of the state of Michigan offer its citizens a unique opportunity to observe, partake, and participate in the workings of the natural world; and

WHEREAS, the natural resources of the state of Michigan require highly educated and trained managers in order to be maintained at the level desired by the people of the state of Michigan; and

WHEREAS, the economic impact to the state of Michigan due to direct or indirect use if of its natural resources is in excess of fifty (50) billion with a large sum of that amount being spent in the more economically depressed areas of the state; and

WHEREAS, the contribution of that economic impact to the state of Michigan’s general fund is ten (10) or more times greater than the general fund contribution to the management of Michigan’s natural resources; and WHEREAS, the sportspersons of the state of Michigan have been the major supporters of the management of Michigan’s natural resources for many years; and

WHEREAS, the natural resources of the state of Michigan are enjoyed and used by all the people of the state of Michigan; and

WHEREAS, the funding of the management of the natural resources of the state of Michigan should be supported by all the people enjoying and using the natural resources of the state of Michigan whether a resident or a visitor.

THEREFORE IT BE RESOLVED, that the Michigan United Conservation Clubs (MUCC) work with the Department of Natural Resources (MDNR) and the Natural Resources Commission (NRC) to develop, support and work to get passed a ballot proposal that funds the management of Michigan’s natural resources in perpetuity.

WHEREAS, the Michigan Department of Natural Resources (MDNR) attempts to control the Michigan deer herd at sustainable levels for their environs; and

WHEREAS, one of the acceptable biological tolls used for the deer herd control is the issuing of doe kill permits; and

WHEREAS, the minimum acreage for portions of Michigan were set at a forty (40) acre minimum and requiring the landowner’s telephone number; and

WHEREAS, no limits where set on the number of applicants per forty (40) or more acres; and

WHEREAS, many sportsmen who owned or had access to less then forty (40) acres were excluded from this process; and

WHEREAS, the deer problem does not exist only on the plots of forty (40) or more acres; and

WHEREAS, these less then forty (40) acres property owners also pay land taxes and purchase the same sportsmen license of which the funds or fees from these transactions also support the Michigan Department of Natural Resources (MDNR) programs; and

WHEREAS, the majority of the population can no longer afford to purchase large tracts of land nor afford leasing or being able to acquire access to these forty (40) plus acre properties; and

WHEREAS, the large acreage in many parts of the state are being divided into smaller tracts for greater profits; and

WHEREAS, a lower acreage requirement is allowable in other parts of the state, now

THEREFORE BE IT RESOLVED that the Michigan United Conservation Clubs (MUCC) urge that the Natural Resource Commission (NRC) to change the doe permit requirements.

Title: Lake St. Clair Pike Regulation



WHEREAS, there are no shortage of big or small pike in Lake St. Clair; and WHEREAS, Lake St. Clair has more pike than it needs to balance the Lake’s fish species; and

WHEREAS, there are too many predator fish (pike, muskies, bass, and walleye) in Lake St. Clair; and

WHEREAS, pike, muskies, or bass are “catch and release” in Lake St. Clair because most are fishing for big fish; and

WHEREAS, the Michigan Department of Natural Resources does not plant fish in Lake St. Clair because the populations reproduce naturally; and

WHEREAS, pike, muskie, bass, and walleye feed on perch; and

WHEREAS, people enjoy catching and eating perch from Lake St. Clair; and WHEREAS, perch have too many predators in Lake St. Clair, including man; and

WHEREAS, fishermen catch and release pike, and keep the walleyes to fill the combination bag limit; and

WHEREAS, fishermen will eat walleye but not pike; and

WHEREAS, the MDNR appears to be managing Lake St. Clair fish populations for trophy muskie, bass, and pike; and

WHEREAS, inland fishing regulations should not be applied to Lake St. Clair; and

WHEREAS, the two (2) pike per day limit is in the wrong for Lake St. Clair, now

THEREFORE Be it resolved, the Michigan United Conservation Clubs work to get the pike limit reconsidered for Lake St. Clair back to five (5) per day and the combination limit back to the 2002 mix.

This resolution requires new legislation and will require a 2/3-majority vote to pass.
