GENERAL REGULATIONS

Club Presidents or other recipients of this State Shoot Packet should make this information available to club members as soon as possible. These ‘General Regulations’ (pages 1 & 2) and the enclosed ‘Application to Register’ apply to all events. If the event rules are broken out separately and given to the participants, then duplicate these two pages and attach them to each of the event rules.

ELIGIBILITY

Individual participants must be members in good standing with MUCC.
All Team participants must be members, spouses of members, dependent children of members or minor grandchildren of members, of the same MUCC affiliated club. All SCTP Teams are welcome to participate regardless of MUCC affiliation.
All MUCC Club Team members must be in good standing with their club, for at least 30 days prior to the day of the shoot and the club must be in good standing with MUCC.
Individual participants must be a member in good standing with MUCC and can join MUCC the day of the shoot and shoot any event.
Participants, if challenged, must produce a membership card or a letter signed by a club official. For an individual MUCC participant; a Michigan Out-of-Doors Magazine with the shooters name on the address label or membership payment receipt. If participant can’t produce any of these items, they will be disqualified. A participant may not represent more than one club or team per event.
Most events have classes for individuals and Men, Ladies, Juniors, Sub-Juniors and Seniors. Sub-Juniors must be fourteen or under. Juniors must be fifteen thru seventeen, except in the Junior Hunting Rifle event where the age classes are different (see the event program for the age break downs). Seniors must be sixty or over. Ages are as of the first day of the shoot.
The eligibility of any participant may be challenged at any time before the awards are given out. The MUCC State Shoot Committee decides all challenges and its decisions shall prevail.

PRE-REGISTRATION

Any MUCC affiliate club in good standing may enter as many teams as it desires in any event.
Pre-Registration is important. If not pre-registered, contestants may not be able to participate in those events that fill up to field capacity.
Pre-registration forms must be completely filled out, except that it is not required to name individual team members, but it would be appreciated. The names may be changed later when registering at the shoot (see Item 5 of Registration below). Each form covers one event and one individual team or one individual shooter.
Dates and times for shooting are important. All individuals are cautioned to schedule events with non-conflicting times.
Teams competing in Skeet and Trap shoot together. Teams in other events are requested to shoot together if possible.
Allow at least two hours between relays if shooting more than one event. Remember that Sunday is the most popular shooting day, but is also the shortest shooting day, in that the awards are given out after the shoot-offs. It would be greatly appreciated if you could shoot on Friday (if applicable) or Saturday.

REGISTRATION

All individuals and Teams must report to registration one hour prior to shooting time.
Teams must report to the range one half hour prior to shooting time.
Registration for all events on Sunday close at 1:00 p.m. or earlier if field capacity is reached prior to then. Last Flight Times on Sunday will be 2:00 pm for Muzzleloader, 3:00 pm for Skeet and 3:30 pm for Trap and 1:00 pm for Sporting Clays. No Squads scheduled after these times.
Pre-registered contestants will shoot at their assigned times. Contestants who have not pre-registered are assigned a time by the host club if a time is available.
Any contestant who registers a team must provide the first and last names of all the team members.
Once any member of a team has fired a shot in an event, the names may not be changed.
A team must have a full compliment of members for their score to count.
Every registered contestant will receive a shoot patch for a memento.
Entry Fees - See rules applicable to each event.
Eye and Ear protection is required for all firearm events.
Rules may be changed by the MUCC State Shoot Committee only. National Skeet Shooting Association (NSSA), Amateur Trapshooting Association (ATA), and National Muzzle Loading Rifle Association (NMLRA) rules not in conflict with rules stated herein shall apply for each applicable event.
Scoring is done by Club Shoot Officials. Range officers will settle scoring questions on the line.
Protest time of any score or award, Saturday or Sunday, is one half hour from the time of posting.
Scoring disputes may be appealed to the MUCC State Shoot Committee. Its decisions shall prevail.
Total high scores will determine the overall high team (MUCC Grand Champion) or overall high individual (High Gun) in all events regardless of gender or age classification.
Teams with both male and female members are not eligible for gender class awards.
Teams with members of different ages are eligible only for Men’s or Ladies classes. Junior teams may have sub-junior members.
Awards are presented to the overall high and the high in each age and gender class.
A participant may win both a team and an individual award but no more than one of each per event. Winners are responsible to pick up their awards. We suggest that one representative from each club be at the Sunday awards ceremony to pick up awards. Shooters and Clubs are responsible to make arrangements to receive their awards from the host club if unavailable to stay for awards ceremony.
Grand Champion Team trophies are awarded to the winning Clubs.
Participants must finish the event with the same gun they start with except in the case of a malfunction, the shooter is allowed to finish with a replacement gun subject to the same rules as the original entry. If the malfunction causes a delay to the shooting schedule, the individual or team will be assigned a time to finish the event, provided time permits. Shooting conditions not in compliance with the rules should be first brought to the attention of the host club event chairman. If the problem is not corrected to the shooters satisfaction, a protest may be made to the MUCC State Shoot Committee. Generally, once a course has been shot without protest, it will be difficult to change the course and still allo all to compete on an equal status.
The host club may refuse the use of any equipment or ammunition they judge unsafe. The owner of such equipment or ammunition may appeal to the MUCC State Shoot Committee.
Any designated "Range Safety Officer" of the host club has the right and responsibility to disqualify any participant for violation of the rules or for unsafe conduct. The participant must leave the range if requested by the Range Safety Officer. The participant may appeal to the MUCC State Shoot Committee.
Ties for Rifle and Pistol Awards will be broken per NRA Guidelines.

LEWIS SYSTEM

Winners in some events are determined by use of the Lewis System. The scores (less the high overall and runner up) are arranged from highest to lowest, then divided into classes by counting down by the class size. The number of scores divided by the number of classes determines the class size. Where a short class occurs due to an odd number of scores, the short class or classes shall end the list. Where the division splits tie scores, the contestants are assigned to the class i which the majority of the tie scores appear, or if an equal number appear on both sides, contestants shall be assigned to the lower class. The change shall apply only to the classes affected and the original divisions shall continue in the other classes. Awards are given to the top shooters in each class.

SPORTING CLAYS EVENT

General Regulations, pages one and two, have additional rules that apply to this event.
  1. This will be a shoot for Individual MUCC Members and Two Person MUCC Club Teams. The MUCC Club Team Members are also eligible for the Individual Awards. The Two Person Teams must belong to the same MUCC Club and fulfill the same requirements as those applicable to the MUCC State Shoot. All Team members must shoot back to back, or as a squad.
  2. The cost is $45.00 per individual or $90.00 per team, special Sub-Junior and Junior fees are; $25.00 per individual and $50.00 per team. All Registration fees are due when the individual or team pre-registers. Phone registrations will be held for 7 calendar days and after that the spot will go to the next available team or individual, NO EXCEPTIONS.
  3. The event will consist of 100 targets and will be held on a Friday, Saturday and Sunday. The same course will be thrown throughout the entire weekend in order to "standardize" the course for everyone. There will be five Team classes. A,B,C,D,E with a Champion for each class and concurrent classes. For individual Classes there will be one Lewis Class Award for every twenty shooters, no more than five classes. Also there are concurrent champions and some runners-up awards. Only 1 team or individual award per shooter. You can win a team and an individual award. Exception; if a shooter or team wins an award on Saturday, they may also win on Sunday for the overall event. Senior shooters may be male or female. Determination of these groups must be made at the time of registration, the first day of the shoot. If not declared at registration it will be assumed they are shooting for individual high gun.

  4. Ties will be settled by using the longest run with Station 1 or the Last Station, (which ever is the longest) of the team or individual score. If there is still a tie, you use whichever long run that wasn’t used. If a tie still exists, a flip of the coin will decide the winner. To determine the team long run from the front, start counting the hits from the first shooter’s first shot and then the second shooter’s first shot. Continue counting the hits with the shooter’s second shot and the second shooter’s second shot. Continue this manner until the first miss is encountered. This count is the team’s long run from the front. To determine the team long run from the back, start counting the hits with the second shooter’s one hundredth shot, and the first shooter’s one hundredth shot. Continue counting the hits with the second shooter’s ninety-ninth shot, and the first shooter’s ninety-ninth shot. Continue this manner until the first miss is encountered. This count is the team’s long run from the back.
  5. An awards ceremony will be held at the host club Sunday afternoon / evening the weekend of the shoot to present the awards. We request that one member from each club and individuals are present to pick up awards.

RULES

  1. General Regulations; pages one and two have additional rules that apply to this event
  2. The National Sporting Clays Assn. Rules govern this shoot, except where stated herein.
  3. The home club is responsible for supplying field judges. Field judges are responsible for score sheets, for keeping scores, and enforcing the rules. Club can have field judges at every station/ field or one with every squad. Home club teams should have a member of the MUCC State Shoot Committee for a field judge or someone appointed by them.
  4. Any empty shells that fall on the ground may not be picked up for any reason. This is for both safety reasons and time limitations. Also, no shooter may venture in front of the stations for any reason, unless so noted by shoot management. Shooters will follow the regular marked paths between stations. If there are any questions about these routes, ask the field judges.
  5. OPEN SHOOTING will be available if time permits. NO COMPETITOR can shoot a practice round on the course until he has shot his event. Example; if you are squadded to shoot on Sunday, you can not shoot the course on Friday, Saturday or before you shoot the event on Sunday. This rule will be strictly enforced and any infractions of this rule, the shooter will be disqualified.

NSCA RULE BOOK CHANGES

  1. Omit section IV-K-8 from the rule book; The Field Judge may pole the spectators and may reverse his/hers original call.
    The rule will read: THE FIELD JUDGE IS THE SOLE JUDGE OF LOST TARGETS. THE SHOOTER CAN NOT PROTEST THE LOST OR DEAD CALL BY THE FIELD JUDGE TO THE PROTEST COMMITTEE BUT, MAY PROTEST THE APPLICATION OF THE RULES.

    General Regulations, pages one and two, have additional rules that apply to this event.

    1. Entry Fee will be $12.00 adult and $6.00 per individual junior, sub-junior or cub.
    2. Bow must be hand held and hand drawn back to anchor and released (no crossbows). Provisions for handicapped shooters will be made upon a physicians recommendation.
    3. There will be four styles of shooting:
      • Traditional – recurve or long bow with no sights. Must be shot with glove, tab or bare fingers.
      • Bowhunter – free style – Compound bow with or without fixed sights and shot with a release.
      • Bowhunter – free style, limited. Compound bow with or without fixed sights. Must be shot with glove, tab or bare fingers. Also recurve or long bow, if they have sights. Note: the above categories either use fixed sights, or no sights, no stabilizers or sights over 15” beyond front of bow, no scopes with magnification, no binoculars, or range finders. “Bowhunting equipment only”.
      • Free style – open – compound bow shot with release, glove, tab or fingers, any length of stabilizer. You may use binoculars or magnifying sights, and the sights may be moveable.
      • NO RANGE FINDERS ALLOWED.
    4. Your bow will be checked and you will be classified accordingly before you start.
    5. Adult category will be 18 years and older. Junior 15 to 17 years. Sub-Junior 12 to 14 years. Cub 11 years and younger.
    6. 28 target 3-D course. Two shots per target for a total of 56 shots.
    7. Scoring: 10 for center vital ring. 8 for large vital ring. 1 for anywhere else on the body. 0 for a miss.
    8. Shooters must have one foot on designated stake, the color of the stake will match the color of the score card given, which will match your shooting type.
    9. Arrows touching a line will go to the higher score.
    10. Bounce outs, by cub shooters only, may be reshot.
    11. Pass through arrows must be reshot.
    12. You can only shoot in one class.
    13. You can not walk up to, or spot targets before a shot.
    14. Your bow will be checked and you will be classified accordingly before you start.
    15. Arrow must be at least 5 grains for every pound of draw weight.
    16. You may not shoot alone, and groups of no more than six are allowed.
    17. Coaching is not allowed.
    18. Ties are broken first by most arrows in the highest scoring ring, then by most arrows in the next highest scoring ring. If a tie still exists, duplicate awards will be given.

    AWARDS

    The Grand Champion Trophy is awarded to the MUCC club with the highest individual score from each category combined- Traditional, Bowhunter free-style, Bowhunter free-style limited, and Free style open.

    Individual Awards will be give to 1ST and 2nd Place winners in each of the following styles.
