The problem lies in the public lands and waters, that is where we need both the state DNR and federal USDA-WLS assistance to ensure that non-target species (trumpeter and tundra swans particularly) are not affected.

A hunting season will take some time to establish since it is extremely controversial and must be done by the legislature. But these measures can help until that time.
